Status:             FLSA Non-Exempt Position, Full-Time (37.5 hours per week)

Job Summary:  The Coalition's Training and Exercise Coordinator supports and enhances regional healthcare system emergency preparedness through the execution of training and exercises. Responsible for developing, planning, coordinating and implementing a multi-year training and exercise plan. The objective of this plan is to ensure healthcare system readiness during and following disasters involving the healthcare community. This includes the development of relevant training and educational materials, workshops, drills and exercises to test emergency operations plans and response capabilities. Exercises will be developed and conducted in compliance with the Homeland Security Exercise and Evaluation Program (HSEEP). The Coordinator will be responsible for completing projects and deliverables required by VHHA, VDH and the HPP Grant requirements.      


  1. Develops and implements the Coalition’s annual and multi-year training and exercise plan on time and within budget, adhering to the HPP Program and Expenditure Handbook.
  2. Conducts the regional Multi-Year Training and Exercise Plan (MYTEP) development workshop using information obtained from the workshop to develop the Coalition’s MYTEP.
  3. Schedules, designs and conducts the annual Coalition Surge Test (CST) in accordance with the HPP grant guidance and reports CST data and results each fiscal year as required by ASPR. Provides the completed After Action Report and Improvement Plan (AAR/IP) and CST data to the RRC for entry into the Department of Health and Human Services (DHHS) Coalition assessment tool (CAT).
  4. Personally develops, or oversees the contract delivery of, exercises needed to execute the coalition's MYTEP and test the Coalition’s Regional Emergency Operations Plan. Ensures contracts comply with the HPP Program and Expenditure Handbook. Develops all exercise documentation in accordance with the Homeland Security Exercise and Evaluation Program(HSEEP).
  5. Maintains a document repository for all Coalition sponsored exercises, to include signed rosters, exercise plans, MSELs, and AAR/IPs and other pertinent documentation. Submits completed AAR/IPs as required by the Coalition, VHHA, VDH and the HPP Grant.
  6. Creates and maintains a consolidated improvement plan using identified needed areas of improvement documented in the AAR/IPs from Coalition sponsored exercises.
  7. Provides administrative support to, and hosts, monthly Training and Exercise Work Group meetings. Documents meeting attendance and minutes. Supports other Coalition committees, workgroups and meetings as assigned.
  8. Maintains records for all Coalition sponsored training. Compiles and submits the monthly, quarterly, annual and special training reports as required by the Coalition, VHHA, VDH and the HPP Grant.
  9. Attends and participates in various state, regional and local meetings as required by VHHA, VDHand the RRC. Attendance should encourage ongoing collaboration and partnerships resulting in collaborative planning and decision making on matters of regional healthcare preparedness and disaster response.
  10. Manages multiple projects and timelines and delivering results within budget and on time.
  11. Develops and maintains knowledge Center for Medicaid and Medicare Services (CMS)emergency preparedness and other applicable federal, state and local healthcare emergency preparedness regulations.
  12. Provides administrative support to, and host, the monthly Training and Exercise Work Group meetings. Document and maintain meeting attendance and minutes. Supports other Coalition committees, workgroups and meetings as assigned.
  13. Executes HPP projects and activities with Coalition as directed by the RRC, ensuring assigned budget and work plan, HPP grant, and other VHHA and VDH deliverables are completed within budget and on time.
  14. Participates in various state, regional and local meetings as required by VHHA, VDH or as assigned by the Readiness and Response Coordinator.
  15. Advocates for, and assists with, and trains Coalition members and partners in the use of Virginia Health Alerting and Status System (VHASS). Actively reviews and updates VHASS data to maintain data accuracy in case of a disaster or other incident.
  16. Assists the RHCC Manager to develop and provide training on established, regional communications systems. (i.e. fixed and portable satellite phones, RIOS, amateur radio, etc.)
  17. Supports activation of Regional Healthcare Coordination Center (RHCC) during actual emergency events per regional plan. Assumes duties as assigned within the Incident Command Structure and maintains this capability on a 24 hour a day 7 day a week basis.
  18. Other duties as assigned by the Readiness and Response Coordinator.


  1. Bachelor’s degree in an applicable field, and preferably advanced education, training or experience in the areas of response, healthcare, public health, public administration, or emergency management. Trained in the Homeland Security Exercise and Evaluation Program (HSEEP) and experience in creating HSEEP compliant exercise documentation and delivery of tabletop, functional and full-scale exercises.
  2. Demonstrated ability to manage and complete complex projects or programs with varying priorities within the prescribed budget and on time.
  3. Experience in emergency management and the delivery of training classes/course.
  4. Knowledge of Center for Medicare and Medicaid Services (CMS) emergency preparedness and other healthcare federal, state and emergency preparedness local regulations.
  5. Ability to listen and communicate effectively with a variety of audiences including Coalition staff, members and community partners to develop strong and trusted relationships with these audiences.
  6. Strong preference will be given to applicants with demonstrated experience in healthcare emergency management.
  7. Ability to work well with persons of diverse backgrounds and be effective in problem-solving and conflict management.
  8. Ability to speak, write and communicate positively and effectively using multiple means including a variety of computer and web-based technologies.

Special Requirements:

  • Must reside within a reasonable commuting radius of the Coalition’s region, such that the individual can be present to work on-site with the Coalition and its members on a daily basis.
  • As a member supporting emergency response and activation, position requires incumbent to be available 24 hours a day, seven days a week and share on-call RHCC staffing duties on a rotating basis.
  • Must pass a criminal background check
  • Must have a valid driver's license. 
  • Must have reliable transportation to meet regional travel obligations as required.
  • Overnight travel may be required.
