Title:                Hospital Readiness and Response Coordinator 

Reports to:     EVHC Regional Healthcare Coordinator

Status:            FLSA Non-Exempt Position Full-Time (37.5 hours per week)

Work Allocation:  EVHC 100%

Job Summary: 

The Hospital Readiness and Response Coordinator ensures the proper receipt, stock storage and distribution/delivery of a wide variety of healthcare materials, supplies and equipment, in a safe manner while maintaining cleanliness, orderliness and accessibility. Enters and maintains accurate inventory data in the Operative IQ system. Monitors and reports personal protective equipment (PPE) burn rate. Tracks and reports the issuance, transfer or disposal of PPE, materials, and equipment in accordance with grant guidance and updates the Operative IQ system. Assists with the inventory, inspection, and maintenance of Mobile Medical Assets (MMA) and other equipment and assets to ensure equipment is maintained in good operating order. Promptly reports identified inventory and equipment deficiencies. Manages all EVHC/RHCC Communications systems to include testing and training of Coalition members.

Required Knowledge, Skills, and Abilities 

Specific duties include, but are not limited to, the following:

  1. Actively manages the EVHC’s Personal Protective Equipment (PPE) Cache, Materials and Mobile Medical Assets (MMA) and associated management plans. Oversees and conducts an accurate annual inventory of materials and equipment purchased with state or ASPR HPP grant funds using the Operative IQ system. Promptly reports identified inventory and equipment deficiencies.
  2. Ensures that materials and equipment are properly maintained. Provides inventory, material and/or equipment deficiencies and other reports as requested by the Regional Healthcare Coordinator.
  3. Fosters strategic planning and purchasing of materials and equipment to increase standardization and interoperability of equipment across the region.
  4. Conducts warehouse operations related to PPE Cache Management, preparedness materials, equipment, and inventory management. Tracks and reports PPE usage (burn) rates, reporting burn rates as required by the VHHA or VDH. Receives, enters materials into inventory, operates the forklift, stores and issues PPE and other materials and equipment to healthcare organizations as needed to respond to COVID or other emergencies. Track and report the issuance, transfer or disposal of PPE, materials, and equipment in accordance with grant guidance using Operative IQ.
  5. Assist with the annual coalition exercises as designated by the Regional Healthcare Coordinator.
  6. Develop an annual schedule of hospital and free-standing emergency department site visits for the Region. Account for emergency preparedness and response resources provided by the ASPR HPP funding and to share information about coalition activities and resources.  Shall represent the coalition as the primary and direct contact with the regional hospital systems.
  7. Maintain accurate documentation for monthly, quarterly, and annual reporting. Including, Personal Protective Equipment (PPE) Cache, Materials and Mobile Medical Assets (MMA) inventory, communications equipment, and other Coalition assets available in the event of an emergency.
  8. Serves as the inventory management subject matter expert. Conducts annual surveys to maintain a complete and accurate supply record of coalition assets that are forward deployed to facilities (hospital and non-hospital).
  9. Tracks and manages the PPE Cache to ensure replenishment orders are completed in a timely manner to support Coalition members who request assistance for PPE to mitigate the spread of COVID-19 and protect their staff.
  10. Facilitate communication and maintain relationships with different corporate systems to support supply chain. Maintain vendor list for staff and membership.
  11. Assists the Regional Healthcare Coalition in developing and maintaining a regional Response Equipment Cache Inventory.
  12. Participates in various state, regional and local meetings as required by VHHA, VDH or as assigned by the Regional Healthcare Coordinator.
  13. Manage multiple projects, and multiple timelines and deliver results within expected deadlines and within budget projections.
  14. Advocates for and assists with the maintenance and training of Coalition members and partners in the use of the Virginia Health Alerting and Status System (VHASS). Actively reviews and updates VHASS data to maintain data accuracy in case of a disaster or other incident.
  15. Assist EVHC members and partners with RHCC and communications training, questions, and information based on EVHC needs.
  16. Manages communication equipment inventory and just-in-time training repository, serving as a resource for EVHC partners.
  17. Conducts a minimum of 6 tests of regional communication systems each year.
  18. Support activation of Regional Healthcare Coordination Center (RHCC) during actual emergency events per regional plan and assume duties as assigned within the Incident Command Structure and maintain this capability on a 24-hour day 7 day a week basis.
  19. Performs other duties as assigned by the Regional Healthcare Coordinator.

Qualifications: 

  1. Bachelor’s degree in an applicable field, and preferably advanced education, training or experience in the areas of response, healthcare, public health, public administration, or emergency management. Significant experience in emergency management with a background and/or knowledge of healthcare facility (hospital) operations is desired.
  2. Forklift Operator Certification obtained within six months.
  3. Experience in medical materials inventory and general warehouse operations.
  4. Experience with maintaining small engines, generators, and other mechanical equipment.
  5. Demonstrated ability to speak, write and communicate effectively using multiple means.
  6. Demonstrated ability to use e-mail, Microsoft Office, and other computer-based technologies.
  7. Ability to work well with people of diverse backgrounds and be effective in problem-solving and conflict management.
  8. Valid driver’s license. Experience driving pick-up trucks and trailer towing experience preferred.
  9. Demonstrated ability to complete assigned tasks on time with minimal supervision.

Special Requirement:

·         Must reside within a reasonable commuting radius of the Coalition’s region, such that the individual can be present to work on-site with the Coalition and its members daily.

  • Must be able to pass a criminal background check.
  • Must have a valid driver's license and reliable transportation to meet regional travel obligations is required.
  • Must be able to lift 25 lbs.
